Capacity building of local and chiefdom councils is a key focus area for ENCISS’ work on building democratic institutions that are responsive to citizen’s demands for basic services at local and community levels. ENCISS supports local councils to design and implement local development plans in partnership with civil society organizations. Through our partnership with the decentralization secretariat and various sub structures (Budget oversight Committees and Citizens Monitoring Groups) at local level ENCISS provides direct support to local councils to mobilise and account for revenue, and to integrate the priorities of marginalised citizens into local resource planning.
